KAWAGIB, nanawagang suportahan ang Usapang Pangkapayapaan

Cotabato City- Naglunsad ng Kilos Protesta ang mga militanteng grupo sa lungsod
upang suportahan ang usapang pangkapayapaan sa pagitan ng gobyerno ng Pilipinas
at Moro Islamic Liberation Front (MILF) na nagsimula noong ika-9 ng Pebrero sa
Kuala Lumpur, Malaysia at maging ang gaganaping pag-uusap din ng gobyerno ng
Pilipinas at National Democratic Front of the Philippines (NDFP) na magsisimula
ngayong araw sa Oslo, Norway.

Ngunit nanawagan din ang grupo na upang magtuluy-tuloy ang usapang
pangkapayapaan ay dapat na matigil ang panghihimasok ng gobyerno ng US at ang
pakikialam nito sa usaping militar ng ating bansa.

Ayon sa KAWAGIB, banta sa usapang pangkapayapaan ang US dahil ito ang nagdidikta
sa gobyerno na ituring na mga teroristang grupo ang mga rebolusyonaryong grupo
tulad ng MILF at CPP-NDFP-NPA. Ayon kay Bai Ali Indayla, tagapagsalita ng grupo
“natigil ang usapang pangkapayapaan noong 2004 dahil sa panunulsol ng US sa
gobyernong Arroyo na ituring na teroristang grupo ang mga rebolusyonaryo”.

Ani Indayla, “tinatanggal ng US ang lehitimong pakikibaka ng mga rebolusyonaryo
maging ng mga mamamayan na nagsusulong ng reporma at pangmatagalang kapayapaang
nakabatay sa panlipunang hustisya”.

Ilang kasunduan na rin ang napirmahan mula ng magkaroon ng usapang
pangkapayapaan, ilan na rito ang tigil putukan sa pagitan ng gobyerno ng
Pilipinas at MILF, Kasunduan naman sa Pagrespeto sa Karapatang Pantao at
Internasyunal na Makataong Batas ang sa pagitan ng gobyerno ng Pilipinas at

Nakatakdang pag-usapan ang Memorandum of Agreement on Ancestral Domain (MOA-AD)
at Comprehensive Agreement on Social and Economic Reforms (CASER) na ayon kay
Indayla ay pinaka-importanteng agenda dahil ito ang sasagot sa ugat ng kahirapan
at kaguluhan sa Mindanao at sa buong bansa.

pangkapayapaan na ang makikinabang ay ang mahihirap na Bangsamoro at

The National Democratic Front of the Philippines (NDFP), through its Peace Negotiating Panel, is demanding the immediate and unconditional release of Alan Jazmines, an NDFP consultant, who was arrested today by a combined team from the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) in Baliuag, Bulacan.

According to Luis Jalandoni, Chairperson of the NDFP peace panel, Jazmines is covered by protection of the Joint Agreement on Security and Immunity Guarantees (JASIG). He is a holder of a document of identification (DI) in accordance with the JASIG. He has been an NDFP consultant to the peace talks since the time of the Ramos government.

Jalandoni said the arrest of Jasminez is an attempt by the AFP and PNP to disrupt the peace negotiations which are just about to be resumed on February 15 to 21, 2011 in Oslo , Norway .

It is imperative that Jazmines be released immediately and unconditionally, stressed Jalandoni, so that there will be no disruption of the formal peace talks. Jazmines must be available to participate in the next round of formal peace talks, Jalandoni further said.#

Writings on the margin of a book
have a lot in common
with guerrillas

They come from nowhere
and from all directions
suddenly are spread out
over white areas.

Unmeasured by ens and ems
they are a ragtag lot,
do not march in letterpress order
nor go by the rules of the book.

Not simply black on white
they emerge in their own styles,
dialects and colors
and not only in red
(Observe the curls
that fly unshaven
in defiant fashion)

Unfettered by column inches
and flush rights
they grow infinitely
drawing from a well-spring
of creativity
even if sometimes ungrammared

At will
they waylay precisely
clumsy targets
encircled and crosshaired
for annihilation

A burst
of exclamation points
or questions marks
may blow up whole structures
but it usually takes
a rapid fusillade
of unmistakable tirades
to send their targets
back to pulp

What is decisive
is intimacy to the issue
in the native heart
and the grassroots facts
uncouth, unshod
with no fear
of censors
or the military

No matter erudition
stereotypes holding on
to fixed positions
cannot escape
the scrutiny and force
of new ideas and critiques
resolute in their challenge
for the rule.

In time
the writings on the margin of the book
are established;
a new book
supersedes the old.
And then there will be new and different writings
On the margins of this book.

CPP condemns arrest of NDFP consultant Jazmines, demands immediate release

The Communist Party of the Philippines (CPP) today condemned the arrest
yesterday afternoon of CPP leader Allan Jazmines in Baliwag, Bulacan by
combined military and police forces. The CPP demanded the immediate
release of Jazmines.

According to the CPP, the arrest of Jazmines is in "gross violation" of
the Joint Agreement on Safety and Immunity Guarantees (JASIG). Jazmines
is a consultant of the National Democratic Front of the Philippines
(NDFP) in peace negotiations and is a holder of a JASIG document of
identification issued by the NDFP.

"The arrest of Jazmines was carried out treacherously as formal peace
negotiations between the NDFP and the Government of the Philippines
(GPH) is about to resume in Oslo, Norway," said the CPP. "The CPP and
the revolutionary forces demand the immediate release of Jazmines."

"In arresting Jazmines, the Armed Forces of the Philippines (AFP) and
the Philippine National Police (PNP) grossly violated the JASIG and has
shown utter contempt of the peace negotiations," added the CPP. "It
appears that the Aquino government and its negotiating panel has failed
to educate the AFP and PNP about the JASIG."

"The CPP expects the NDFP negotiating panel to make a strong point with
regard these most recent acts of the AFP and PNP," said the CPP.

"By arresting Jazmines, the AFP and PNP wants to compel the NDFP to
withdraw from peace negotiations," said the CPP. "The AFP and PNP are
exhibiting duplicity with regard peace negotiatings. They are in favor
of peace talks in words, but are against it in action."

The CPP pointed out that Jazmines is the second NDFP consultant arrested
in less than two months in violation of standing agreements. Last
January 4, the AFP arrested NDFP consultant Tirso "Ka Bart" Alcantara in
Quezon province. Alcantara continues to be detained despite promises by
the GPH negotiating panel to respect the JASIG and take steps for his

THE INTERNATIONALLY-RECOGNIZED human rights group KARAPATAN denounced the arrest of Alan Jazmines by AFP-PNP troops Monday night just before a ceasefire was
announced with the resumption of GPH-NDFP peace negotiations. Karapatan calls on
President Benigno Aquino III to immediately release Jazmines.

"This is treachery to the talks. Jazmines is working with the NDFP peace
negotiations and is covered by the Joint Agreement on Security and Immunity
Guarantees (JASIG). He should be released immediately if peace talks are to
resume properly," Karapatan spokesperson Jigs Clamor clarified.

"The trumped-up charges of murder filed in Quezon are a silly excuse to keep him
in detention. The criminal charges filed against prominent leaders and members
of progressive organizations are completely falsified and baseless. Jazmines is
clearly a political prisoner now and we should be wary that the AFP and the
government will use him as a bargaining chip in the negotiations. We are asking
the Aquino administration to withdraw all trumped-up charges and release all
political prisoners in the country as a gesture of goodwill in the peace talks,"
Clamor said.

Jazmines was also arrested and later released during the term of President Cory
Aquino. "He has engaged in the anti-dictatorship struggle which toppled Marcos
even before the latest Tunisian and Egyptian struggles were greeted by the
peoples of the world. Since President Aquino himself has welcomed the ouster of
Mubarak, he should also recognize the contributions made by his fellow Filipinos
in fighting for genuine democracy," Clamor added.

"As we reiterate our call for the release of all political prisoners, we warn
the AFP against using torture on detainees and harassment and intimidation on
their families. The AFP has been known to violate human rights and Pnoy should
stop these atrocities," Karapatan said.
