SISTEMANG PORK BARREL BALON NG KORAPSYON,
TAGUYOD SA PATRONAGE POLITICS.
 

Umaalingasaw ang baho at kabulukan ng sistemang pork barrel matapos sumambulat ang expos? tungkol sa P10B pork barrel scam na kinasasangkutan ng ilang Senador at Kongresista. Malawakan at garapalang korapsyon gamit ang Priority Development Assistance Fund (PDAF) ng mga Mambabatas na idinaan sa sindikato ng mga pekeng NGOs ang nalantad sa publiko.
 

Dahil dito, bumulwak ang espontanyong galit ng mamamayan. Gamit ang social media, ipinanawagan ang pagbuwag sa sistemang pork barrel, pagsasagawa ng seryosong imbestigasyon at pagpapanagot sa mga sagkot sa katiwaliang ito, at ang paglunsad ng espontanyong kilos protesta sa buong bansa ngayong Agosto 26 laban sa korapsyon kaugnay ng pork barrel.
 

Ang galit ng taumbayan ang nagtulak sa rehimeng US-Aquino na maglabas ng mapanlinlang na pahayag na di-umano ay dapat nang buwagin ang pork barrel. Mapanlinlang ito sapagkat ang pork barrel ay kasama sa taunang budget na Malacanang mismo ang naghahanda at bahagi ito ng 2013 at 2014 national budget. Maliban pa diyan, tanging ang PDAF lamang ng mga Mambabatas ang nais alisin ni pangulong PNOY at papalitan di-umano ito ng bagong pangalan. Dahil kasama sa taunang budget, gagawan daw ng “guidelines” kung paano ito gagamitin at ang mga Mambabatas ay kailangang magsumite ng kanilang panukalang proyekto sa Malacanang ayon sa itatakdang alituntunin ukol dito. Dagdag pa, hindi kasali sa bubuwagin ang pork barrel ng pangulo ng bansa. Sumatotal, mananatili pa rin ang pork barrel.
 

Sa kasalukuyan, di bababa sa P200 M ang pork barrel ng bawat Senador, P70M naman sa bawat Kongresista, samantalang aabot naman sa P1Trillion ang lump sum funds o pork barrel ni PNOY sa anyo ng discretionary fund, social funds, atbpa. Ginagamit ng Presidente ang pork barrel upang kontrolin ang Kongreso at ang mga ahensya ng Gobyerno.
 

Matatandaan na naunang nagpanukala ang mga Party List Congressmen ng Makabayan Coalition na buwagin na ang pork barrel. Ang pork barrel ay sadyang dinesinyo upang mapagkunan ng pondo at rekursos na ipinamumudmod ng mga tradisyunal na pulitiko upang makapagpanatili sila sa poder at maitaguyod ang patronage politics. Matagal ng umiiral ang pork barrel na binigyan ng iba’t ibang pangalan at balon ng walang habas na korapsyon. Ang pork barrel ay tuwirang nagsisilbi sa interes ng mga burukrata-kapitalista at hindi para sa kagalingan at kapakanan ng taumbayan.
 

Masikhay at sama-sama tayong kumilos upang buwagin ng tuluyan ang sistemang pork barrel ng mga Mambabatas at ng presidente ng bansa at ilaan ang pondo nito para sa kinakailangang batayang serbisyong panlipunan gaya ng pangkalusugan, edukasyon, pabahay, at suportang serbisyo, sa pagpapaunlad sa agrikultura, at gayundin, sa mga programa para sa climate-proofing at ituon para sa mga disaster-risk communities na maging disaster resilient communities.
 

Magpursige tayong papanagutin ang mga sangkot sa pork barrel scam hindi lamang ang kaugnay sa PDAF ng mga Mambabatas, gayundin ang pork barrel ng Presidente ng nakaraang rehimeng US-Arroyo at ang kasalukuyang rehimeng US-Aquino.

Marchers brave the rain for anti-pork barrel drive in Albay

LEGAZPI CITY, Albay, Philippines – At least 300 students and members of farmers, transport and other militant groups braved the heavy rains on Monday and held a march rally, calling for the scrapping of the graft-ridden congressional pork barrel at the Peñaranda Park in this city’s Albay District.
 

The protesters, despite the rains, marched the three-kilometer stretch of the J P Rizal Street, from Peñaranda Park, Albay District to Pinaglabanan Park at the Legazpi Port District, bearing streamers with anti-pork barrel slogans.
 

A short rally was held starting at 10:30 a.m. at the Pinaglabanan monument where protesters called for the abolition of the congressional Priority Development Assistance Fund (PDAF) and the Presidential Social Fund and urged the Aquino administration to transfer these funds to a more productive use that would improve the delivery of social, health, education and economic services.
 

They also sought for an independent body to investigate the people behind the pork barrel scam and prosecute and convict those found to guilty.
 

Vince Casilihan, Karapatan Albay spokesperson, Casilihan said about 300 joined the march dubbed as “Lakaw Kontra Park Barrel” led by Karapatan, Gabriela, Bayan, Piston, and members of the academe and and church.

Albay 'lakaw sa pork barrel' rally, isinagawa

LEGAZPI CITY - Itinaas na rin ng Albay Police Provincial Office (APPO) ang hightened alert para sa nakatakdang kilos protesta ng mga militanteng grupo sa Albay.

Sa panayam ng Bombo Radyo Legazpi sinabi ni S/Insp Arthur Gomez, tagapagsalita ng Albay PPO simula pa noong Sabado inatasan na ng kanilang pamunuan ang lahat ng mga hepe ng pulisya sa buong lalawigan para sa plano upang maiwasan ang pagkakaroon ng kaguluhan sa protesta.

Una rito inihayag ni Vince Casilihan, tagapagsalita ng Karapatan Bikol, na kahit maulan itutuloy nila ang kanilang pagpapakita ng pagkontra at pagkondena sa mga naihayag na kabulastugan ng mga mambabatas na inabuso ang paggastos ng pork barrel.

Aniya, kinakailangan na tanggalin ang pork barrel sa kamay ng mga opisyal at imbes ilagay ang pondo sa mga social services.

Ang "lakaw sa pork barrel" ay gagawin ngayong umaga sa Peñaranda Park.

Albay anti-pork protesters undeterred by rain

Legazpi City – The weather was wet and bleak, but some 300 Albayanos marched under the rain on Monday, demanding the scrapping of the pork barrel.
Protesters from multisectoral groups endured the 3-kilometer walk from Peñaranda Park, Governor Locsin Street to the Pinaglabanan Monument in Legazpi City, holding up umbrellas and drenched, drooping banners.
 

While they failed to meet the targeted number of protesters, they said the cause was worth sacrificing for. Aside from denouncing the misuse of the fund, the protesters called for the prosecution of elected officials implicated in the scam.
 

“The Albayanos stand firmly on its cry to abolish the pork barrel and (this campaign) will create fire,” Vince Casilihan, Karapatan-Bikol’s spokesperson, said. “This fire will reach the government [and send a message] that there’s a need to abolish the pork barrel. We are the voice of P-noy so our voice must be heard.”
 

They said that instead of allocating budget under the controversial fund, the government should allot it for social services.
 

“Ang pork barrel unang una sa lahat ay pera galing sa bayan,” Fr. Raymond Urriza of Redemptorist Church said. “Dapat nating ibalik sa pamamagitan ng social services para sa ating mga kababayan (The pork barrel money is from the people. It’s only fitting to return it to the people through social services).”
 

Fr. Urriza said many people suffer because they are in need of such services but continue to receive nothing.
 

In terms of health services, the Albayanos,for instance, are deprived of proper medical care. Public hospitals are also recipients of Priority Development Assistance Funds through the Department of Health.
 

Added to the Albayanos’ woes is the privatization of hospitals, which meanshigher medical fees. In the Bicol region, three big public hospitals will soon be privatized—the Bicol Regional Training and Teaching Hospital (BRTTH) in Legazpi City, Bicol Medical Center in Naga City and Camarines Sur, and Bicol Sanitarium in Cabusao, Camarines Sur.
 

Casilihan said there’s more than enough money for such services with over P200 million in pork fund allotted to each senator and P70 million to each congressman.

 

The President also has P1 trillion in discretionary funds.
Albay alone has a total pork barrel of P210 million from its three congressmen: Edcel C. Lagman of the 1st district, Al Francis C. Bichara of the 2nd district, and Fernando V. Gonzalez of the 3rd district.

Karl Anthony Canata, a 19-year-old artist of SiningBanwa, agreed. He said the youth joined the protest to show that while they are young, they can contribute to the fight for good governance.

ABOLISH THE PRESIDENTIAL AND CONGRESSIONAL PORK BARREL, EXPOSE AND OPPOSE ALL FORMS OF CORRUPTION
IN AQUINO REGIME

Both the presidential and congressional pork barrel must be abolished. B. S. Aquino III should stop pretending to abolish the congressional pork barrel, while in fact he is silent about his far bigger pork barrel and retains the congressional pork barrel up to 2014 under its current name and thereafter under a new name and under an itemized system of budgeting under his tighter control in the rotten scheme of political patronage.

The congressional pork for senators and congressmen, which is called Priority Development Assistance Fund, is Php 25 billion. This is a tiny amount in comparison to the presidential pork barrel which ranges from Php 1.3 trillion to 1.5 trillion. This is 58 to 70 per cent of the total national budget of Php 2.26 trillion for 2014.

The presidential pork barrel includes lump-sum allocations which allow corruption and political patronage by Aquino no less. These are under his sole discretion, with little or no oversight whatsoever. A huge part of the presidential pork barrel consists of special purpose funds, unprogrammed funds and automatic appropriations.

Long before the Napoles scam involving the misappropriation of Php 10 billion for nonexistent projects through ghost NGOs, there are the funds under Aquino which are big troughs of corruption, such as: the Malampaya fund, Php 132 billion; the Conditional Cash Transfer, Php 62.6 billion; PAMANA funds, Php 7.22 billion; the Confidential and intelligence funds, Php 1.46 billion, Pagcor President Social Fund, Php 12.4 billion; Support to GOCC, Php 62.9 billion; Support to infrastructure program, Php 14 billion; Allocation to LGU, Php 19.7 billion; Bottom up Budget, Php 20.03 billion; and so on.

Aquino has a lump sum discretionary fund running into hundreds of billions of pesos from so-called unobligated, unreleased or over-all savings. Only he decides how to spend the money. There are also off-budget accounts, which are the most mysterious. Only the President and his trusted minions know how much are received from sources like the PAGCOR and PCSO for the so-called Presidential Social Fund.

With the help of the mass media and poll survey firms co-owned by Aquino relatives and allies, bloggers and letter writing brigades paid by public funds in civil and military offices, the Aquino regime has been successful at touting itself as clean and honest on the straight path amidst the rise of corruption in government and as supposedly responsible for economic growth amidst the aggravation of unemployment, poverty and dwindling social services.

Among the people, the Aquino regime has become notorious for sharing the spoils of power with foreign and local corporations benefiting from the Public Private Partnership Program, especially in infrastructure projects and real estate speculation; for having intimate relations with the biggest tax evaders in the country who were his campaign financiers in the 2010 elections; and for technical smuggling at least three times worse than the Estrada and Arroyo regimes in terms of losses in customs revenues.

It is outrageous that the amount of Php 1.3 trillion to 1.5 trillion is lost or dissipated though the presidential pork barrel system alone in the multifaceted corruption of the Aquino regime. Such an amount would have gone a long way in developing the economy, alleviating poverty and improving social services.

It is therefore just for the people to demand that the pork barrel system and the entire system of corruption be condemned and stopped. The Aquino regime is so effective at conducting propaganda that the Filipino people and all patriotic and progressive forces must exert their most determined, sustained and militant efforts to expose and oppose all forms of corruption of the Aquino regime.###
 

     
     
     
           
     
 
     
     
 

Bayan : Aquino and #abolishpork protesters NOT on same side

The president is getting more desperate each day.

This was the observation of the Bagong Alyansang Makabayan as it slammed President Benigno Aquino III for attempting to hijack the massive people’s protest against corruption last August 26 by saying that the Palace and the protesters are on the same side.

“The biggest joke of the day is the one about the President and the #abolishpork protesters being on the same side. Saan kaya kumukuha ng kapal ng mukha ng ang Pangulo? If this is true, why is it that the people still protested despite Aquino’s announcement abolishing the PDAF last week? Why is it that the people have constantly mocked Aquino’s rebranded itemized pork? It’s because we were never on the same side to begin with and pork was never abolished,” said Bayan secretary general Renato M. Reyes, Jr.

“The massive protest yesterday, the first of its kind under the Aquino regime, is incontrovertible proof that the people are not falling for Aquino’s lies and spin. Aquino must think us for fools but we proved him wrong on Monday. Tens of thousands protested nationwide including overseas to demand the Aquino government to abolish all pork and to hold accountable those involved in the scam,” he added.

Bayan said that Palace spin-doctors are in damage control mode after the President has for the first time been isolated on the basis of an issue. The August 26 rally brought in people from communities, church groups, schools, cause-oriented groups, labor, and different professions. It was a broad array of forces on one side and an isolated president and his fellow pork defenders on the other side, according to Bayan.

The group said that more protests should be readied as Malacanang continues to defy the people’s clamor for the abolition of pork. It also pointed out that Aquino’s refusal to scrap congressional pork is borne out his desire to hold on to his own presidential pork, including some P450 billion in Special Purpose Funds.

Bayan said that the upcoming Senate hearings on the pork barrel scam should also be occasions to press for accountability on the issue. Protests are also being readied for these hearings. ### - See more at:
