Abuse of the Poor and Betrayal of the Nation
Abolish Pork Barrel and End the Climate of Impunity

A Pastoral Letter

But Judas Iscariot, one of his disciples (the one who was about to betray him), said, “Why was this perfume not sold for three hundred denarii and the money given to the poor?” (He said this not because he cared about the poor, but because he was a thief; he kept the common purse and used to steal what was put into it.) The Pork Barrel System has long been the subject of exposé and rumor as a key component of patronage politics and plunder of the Philippine public treasury. Though many have made reference to the stealing of Pork Barrel funds, public outrage ignited by whistleblower Benhur Luy and further inflamed by the Commission on Audit’s report of a 10-Billion Peso JLN-Janet Lim Napoles Pork Barrel Scam is well founded. The burden of generating the national budget is viewed as a collective responsibility: factory workers, rank-and-file office employees and professionals comply with tax deductions in their bring-home pay, and in recent years, each and every one of us pays the 12% Value-Added Tax on every purchase and transaction. The piercing evidence, that billions in public funds have been stolen by corrupt politicians and their cohorts, rightly elicits our anger, disgust, and corrective action.What makes this a double insult to our Christian sensibility is that these funds have been stolen largely under auspices of providing development assistance in poor and

 needy communities. We have paid a significant portion of our earnings as taxes with an understanding that these monies are utilized to uplift our nation, including efforts toward poverty alleviation for economically poor families. Sadly, our political leaders have proven themselves to be no better than Judas—their pronouncements of the needs of the poor have been merely a façade for their own thievery and abuse of power. Our nation has been betrayed by those stealing from the common purse and we unequivocally denounce that the poor, who continue to endure hunger, demolition, unemployment and underdevelopment, have been abused for such plunder.

In light of this grave abuse and plunder, we, Bishops of the United Church of Christ in the Philippines, call for the Pork Barrel system in all its manifestations—from the barangay to the presidential Pork Barrel—to be abolished. We demand a thorough investigation and prosecution of those who have manipulated and plundered Pork Barrel for personal gain. The prevailing climate of impunity, combined with patronage politics, corrodes and chokes our nation’s advancement. The Filipino people long to be freed from the grips of self-serving greed, and the economically poor, as much as ever, deserve opportunities for genuine development. We call all the faithful to discern God’s summons for Christian action in these critical times. Let us join together in our homes, churches, and even the public parks in decisive and persistent action. Now is the time to demand accountability and transparency from our nation’s leaders. #abolishpork

UCCP Bishops insist that all forms of Pork Barrel—barangay to presidential—must be abolished

In a statement released today, UCCP Bishops indicted politicians who have used Pork Barrel for thievery as “no better than Judas” as they labeled Pork Barrel scam a betrayal of the nation.

“We are calling the Christian faithful to action,” said Bishop Elorde Sambat, North Luzon Jurisdictional Area.

“We must do something to stop politicians from using bogus projects for the poor to steal public funds. Judas Iscariot was interested in the same thing during Biblical times,” said Bishop Sambat.

“Just listening to stories from communities makes clear that kick-back scams and Pork Barrel plunder are all too common. We are calling the Filipino people to join us in demanding investigations of all Pork projects. Making individuals and entities responsible for their stealing of public funds will help our nation. Corruption chokes our development,” said Bishop Art Asi, South Luzon Jurisdictional Area.
“We express great concern about the large sums of Presidential Pork. All Pork Barrel should be abolished; it is much too vulnerable to graft and corruption. A budget with billions in discretionary funds is unnecessary risk, especially when so many funds are left to the discretion of one person, namely President Aquino. Having campaigned on the slogan ‘kung walang corrupt, walang mahirap,’ President Aquino should stop resisting the public’s demand to abolish all pork barrel,” said Bishop Asi.

Members and friends of the UCCP held a noise barrage action in Quezon City today urging people to join the FORWARD MARCH LUNETA: ABOLISH PORK BARREL to be held at 3pm tomorrow. The UCCP will be joining an ecumenical service at the Central United Methodist Church, Kalaw Avenue at 1:30pm, before marching to Luneta where an Interfaith service will be conducted.
Similar UCCP noise barrages and public actions were also held in Davao City and other parts of the country.

“Now is the time to demand accountability and transparency from our nation’s leaders. We add our voices to the swelling multitude: ABOLISH PORK BARREL NOW!,” concluded Bishop Sambat. ###

Students reiterate demand to abolish Aquino’s pork barrel system

The Student Christian Movement of the Philippines (SCMP) labelled President Noynoy Aquino as both the Pontius Pilate and Judas in the reverberating call of the people to abolish the pork barrel system.

According to Mr. Einstein Recedes, National Spokesperson of SCMP, “Like Pontius Pilate, President Aquino continues to wash his very dirty hands in the issue of the pork barrel system by sacrificing his lamb, Janet Napoles. The president is also the Judas in this issue – he has betrayed the Filipino people by his continued insistence not to give up even his presidential pork barrel amounting to more than one trillion pesos.”

SCMP reiterates the demand to abolish not just the PDAF (Priority Development Assistance Fund) but also the presidential pork barrel of Mr. Noynoy Aquino and the whole pork barrel system. Moreover, SCMP underscores the necessity for the government to rechannel the pork directly to basic social services such as education and health.

The SCMP joins the youth-led peoples’ protest today in Luneta and Mendiola. It also done actions in all imaginable venues in and outside of Metro Manila, the student sector of the Christian community and other religious affiliations have succesfully launched mass actions, prayer rallies and vigils, noise barrages and fora to emphasize the reverberating call to end corruption, to end one of the root causes of patronage politics and uneven distribution of the peoples’ money, and to prioritize basic social services.

“It is thus both enraging and insulting that the Aquino administration has obviously orchestrated a telenovela of a plot in the surrender of Janet Napoles and the narrative of Benhur Luy – making it appear that the government does not have an eye and a hand in all the corrupt practices relevant to the pork barrel system. It is as if Janet Napoles is the mastermind behind the pork barrel system.” he added

“The students and the Christian community are one with the Filipino people in exposing and opposing the corruption not only allowed but encouraged by no less than President Aquino himself. Broader, more organized #abolishpork Movement returns to Luneta on Friday

The #abolishpork Movement spearheads a new gathering at Rizal Park on Friday with a broader and more organized anti-pork mobilization and activities.

The event is endorsed among other by the Association of Major Religious Superiors of the Philippines (AMRSP), the Catholic Educational Association of the Philippines (CEAP) and its member schools, student councils and organizations belonging to Youth Act Now!, Pagbabago!, Concerned Citizens Movement (CCM), the Artista Kontra Korupasyon (AKKSYON), Volunteers Against Crime and Corruption (VACC), Movement Against Dynasties, and people’s organizations led by the Bagong Alyansang Makabayan (BAYAN).

Several assembly points are set before converging at Rizal Park at 3:00 p.m. for a centralized program and an evening concert dubbed “Rock and Rage against Pork”.

The Catholic contingent led by the AMRSP will assemble at San Agustin Church in Intramuros for a mass at 2pm, while Protestant denominations will gather at the United Methodist Church along T.M. Kalaw with former Supreme Court Chief Justice Reynato Puno as guest speaker. The different faiths will join forces at the Round Table near Intramuros as an inter-faith contingent.

Student, teachers, medical professionals and health workers will march from Taft Ave. fronting the Philippine General Hospital, while the Babae Laban sa Katiwalian (Babala) while come from T.M. Kalaw. Cause-oriented groups under Bayan will be coming from Liwasang Bonifacio.

The program at Luneta will feature leaders of the #abolishpork Movement and performances by Juana Change, Darryl Shy and Diday Garcellano both contestants of The Voice PH, along with Flip Top rappers like Loonie, Ron Henley, Abra and BLKD.

Fr. Joe Dizon, one its major convenors, said that the activity is “meant to sustain the people’s outrage against the corrupt pork barrel system and pursue its total abolition including President Aquino's own pork.”

The movement will return to the streets on September 21, martial law anniversary, “to remind us of crony capitalism and the misuse and abuse of public funds for private profit,” Fr. Dizon said.

The largest association of Catholic institutions has endorsed the
Sept. 13 rally at the Luneta for the abolition of the pork barrel

In a memorandum release last Monday, Sept. 9, the Catholic Educational
Association of the Philippines (CEAP) invited its member schools to
participate in this Friday's event dubbed "Forward March to
#abolishpork" at the Luneta, from 3-6 p.m.

Signed by CEAP President and NCR Trustee Fr. Gregorio L. Bañaga, Jr.,
CM, the memorandum says:

"This (Sept. 13) event is a multi-sectoral initiative and will begin
with an Interfaith service. The program will also will feature a
cultural presentation that will discuss the issues of corruption in
the pork barrel system. The event will be an educational venue as the
organizers expect the majority of the participants to come from the
younger generation.

"I hope that you can join in this collective undertaking as Filipinos
continue to pursue truth and genuine accountability. Last August 24,
2013, the CEAP has released a statement entitled “PDAF: Let the Truth
out!.” This statement calls for the abolition of the pork barrel
system and the thorough investigation of the ones involved in the
anomalous use of the funds allotted for PDAF."

Also joining the rally are various congregations under the Association
of Major Religious Superiors of the Phils. (AMRSP) as well as
Protestant churches. The Catholich Bishops Conference of the
Philippines (CBCP) has also called on Catholics to support various
initiatives to abolish the pork barrel system.

The rally is being organized by the #abolishpork Movement which met
last week to coordinate various initiatives for the abolition of the
pork barrel system. In its "Call to Action", #abolishpork said that
despite the widespread public outcry for the abolition of all forms of
pork barrel funds, President Aquino "continues to disregard his
'bosses' and persists in retaining the system of discretionary, lump
sum appropriations for individual members of Congress and the Chief
Executive in the national budget, although with a new mechanism for
its release."

"We demand the abolition of the pork barrel system and the direct
allocation of taxpayers' money and other public funds to public
hospitals, schools, public housing and other social services. We must
remove the discretionary power of individual politicians and
government officials over such funds for greater transparency and
accountability." they declared.

Gabriela Women’s Party Representatives Luzviminda Ilagan and Emmi De Jesus today said there is no truth to the propaganda that the P2.268T 2014 National budget now undergoing plenary debates at the House of Representatives has gone pork-less.

“The 2014 budget is just as greasy and teeming with pork. It is a trigger for hypertension. Lalong nakaka-highblood ang pagpapanggap,” said Ilagan.

According to Ilagan the “Committee on Appropriations' recommendations for legislators to simply submit project recommendations to implementing agencies supposedly in place of the P25B Priority Development Assistance Fund for legislators is in fact just sugar-coated pork.”

De Jesus for her part said, "Panloloko lang lahat. Hindi naman inaalis ang PDAF. The mere fact that legislators still have the discretion to choose which projects to endorse is proof that legislators' pork barrel is very much alive."

The Gabriela solons also said lump sum and discretionary funds allocated to the Office of the President and other executive agencies have not been touched. “It is our firm position that the pork barrel in all its forms, existing in various government agencies, must be abolished.”

Along with colleagues in the Makabayan bloc, Ilagan and De Jesus are set to file a resolution to re-allocate all pork funds towards specific items in the budget under agencies responsible for the delivery of basic social services like education, health, housing and welfare, then services can and will reach their constituents.

“Kung paglalaanan ng wastong pondo ang bawat departamento at magiging mapagbatay ang bawat isa sa atin, matitiyak ang paghahatid ng serbisyo nang hindi na kailangan pang dumaan sa kahit sinong pulitiko,” ended De Jesus. #

1) Ano ang pork barrel? Anu-ano ang mga porma nito?


Ang pork barrel ay tumutukoy sa anumang pampublikong pondo sa gobyerno na inilaan sa partikular na pulitiko o opisyal nang walang depinidong paggagastusan. Ibig sabihin, depende sa personal na kagustuhan ng pulitiko/ upisyal kung saan niya gagastusin ang alokasyon (“discretionary”). May pork barrel para sa mga mambabatas (senador at congressman), mga departamento at government-owned and controlled corporations (GOCC), at maging sa bise-presidente at presidente ng Pilipinas. Ang Priority Development Assistance Fund o PDAF ang pinaka-kilalang porma ng pork. Ito ang alokasyon sa mga kongresista at senador na bahagi ng taunang badyet na inaaprubahan ng Pangulo.


May mga pork barrel din na hindi kasama sa isinasalang sa Kongreso at Senado bilang bahagi ng taunang badyet o iyong tinatawag na “off-budget funds” tulad ng President’s Social Fund (PSF). Bagama’t ina-audit ang tipo ng pork barrel na ito, hindi pinapalaganap ang resulta ng audit at kalimita’y inaabot ng apat o limang taon bago ilabas ang audit report. May mga pork barrel din na sadyang hindi dumadaan sa pag-audit ng gobyerno, tulad ng intelligence funds para sa paniniktik sa mga hinihinalang komunista na inilalaan sa halos lahat ng upisyal ng gobyerno, mula Pangulo hanggang sa alkalde ng munisipalidad.


Malaking bahagi ng pork barrel ay galing sa buwis na ibinabayad ng mga manggagawa at mamamayan – mula sa kaltas sa sahod hanggang sa buwis na ipinapataw sa mga bilihin sa porma ng E-VAT. Bukod sa buwis, maaring manggaling din ito sa kita ng mga government – owned and –controlled corporations (GOCC) ng gobyerno tulad ng PAGCOR – na mga pondo ng gobyerno at sa gayon ng mga manggagawa at mamamayan.


Sa kasalukuyan, may P200 milyon na PDAF ang bawat senador kada taon, samantalang P70 milyon naman ang PDAF ng mga miyembro ng Kongreso kasama ang mga party-list. Tinatayang nasa mahigit P25 bilyon kada taon ang inilalaang pork barrel sa lehislatura na inaaprubahan ng Pangulo.


Para makakuha ng pork barrel ang mga mambabatas, nagsusumite sila ng listahan ng mga proyekto sa Department of Budget Management (DBM) na nasa ilalim ng mandato ng Pangulo. Matapos na aprubahan ang mga panukalang proyekto, mag-iisyu ang DBM ng Special Allotment Release Order (SARO). Para sa mga proyektong pang-imprastraktura, ang SARO ang magiging batayan para simulan ang bidding. Matapos nito ay maglalabas ang DBM ng Notice of Cash Allocation bilang pruweba ng bayad sa konstruksyon. Para naman sa mga “soft projects” tulad ng tulong medikal, may binubuong kasunduan ang mambabatas at pampublikong ospital para garantiyahan ang pagbibigay ng atensyong medikal sa mga tinukoy na pasyente. Anu’t anupaman, may basbas ng DBM at ng Pangulo ang mga proyektong pinopondohan gamit ang PDAF.


Sa implementasyon ng proyekto, may kalayang pumili ang mga mambabatas ng mga NGO na makakatuwang nito, bagama’t walang nakasaad sa batas na nagpapahintulot ng paglalaan ng pork barrel para sa mga NGO. Dito na pumapasok ang maniobra para iimbudo ang PDAF sa illang pekeng NGO na may “ghost projects” o kaya iyong mga NGO na mga mambabatas mismo ang nagtatag.


Iba pang porma ng pork


Subalit hindi lang PDAF ang porma ng pork barrel. Sa katunayan, higit na malaki ang pork barrel ng Pangulo. Kabilang sa pork barrel ng Pangulo ang Special Purpose Funds (SPF), President’s Social Fund (PSF), at Malampaya Gas Funds. Sa ilang pagtataya, aabot sa mahigit P1.3 trilyon ang “presidential pork barrel” ni Noynoy Aquino sa 2014 na mahigit kalahati ng pambansang badyet para sa taong 2014 na aabot sa P2.26 trilyon.


              Special Purpose Fund (SPF) – pondo mula sa buwis ng mga mamamayan na bahagi ito ng taunang badyet na sinusuri ng Kongreso. Subalit lump sum ito o hindi naka-partikularisa sa kung anu-ano ang paggagastusan. Karaniwang bahagi ng SPF ang calamity/ emergency funds at life insurance premium para sa mga upisyal ng gobyerno. Sa inihaing 2014 national budget, tumataginting na P449 bilyon ang nakalaan para sa SPF na ilang ulit na mas malaki kaysa sa PDAF


               President’s Social Fund (PSF) – pondo mula sa kita ng ilang GOCC tulad ng PAGCOR na ginagamit bilang tulong pinansyal sa mga pamilya ng sundalo at kapulisan. Hindi ito bahagi ng taunang badyet na isinasalang sa Kongreso, at wala itong depinidong halaga. Kung kita pa lang ng PAGCOR ang pag-uusapan, umabot ito sa P5.256 bilyon noong 2012.


              Malampaya Gas Funds – pondo mula sa kita at buwis ng Malampaya Natural Gas field sa West Philippine Sea. Kasosyo ang gobyerno ng mga pribadong kumpanya ng langis sa operasyon nito. Mula 2002 hanggang 2013, umabot sa mahigit P165 bilyon ang remitans sa gobyerno mula Malampaya, o nasa P13.75 bilyon na kita taun-taon. Walang malinaw na audit ng pondo na ito.


Iginigiit ni Noynoy Aquino na hindi pork barrel ang PSF at iba pang discretionary funds ng Pangulo dahil umano hindi ito galing sa buwis ng mamamayan. Subalit malinaw na anumang pampublikong pondo ay dapat na tiyaking nasusuri at nailalaan pabalik sa mamamayan. Malinaw sa depensa ni Aquino na gusto niyang panatilihin ang pagpapasya sa kung papaano gagamitin ang bilyun-bilyon, at posibleng trilyun-trilyong, pondo ng mamamayan.



2) Kailan nagsimulang ipatupad ang sistemang pork barrel?


Nagsimulang ipatupad ang sistemang pork barrel sa ilalim ng kolonyal na paghahari ng Amerika sa bansa. Sa panahong ito, binigyan ng alokasyong pork barrel ang mga mambabatas na nagtataguyod ng interes ng mga dayuhang kumpanya at malalaking pribadong negosyo, bukod sa pagtitiyak ng kanilang pusisyon sa burukrasya. Dahil dito, naging kasangkapan ang pork barrel para tiyakin ang katapatan sa imperyalismong US ng mga Pilipinong may pwesto sa gobyerno – na pawang mula sa mga naghaharing uri sa bansa, sa malalaking panginoong maylupa at burges-komprador. Bunga nito, pinatakbong parang negosyo ang gobyerno na may malinaw na diin sa pagprotekta sa pribadong akumulasyon ng kapital – ito ang burukrata-kapitalismo. Pinasahol ng sistemang pork barrel sa pahanon ng kolonyalismong US ang patronage politics o pagtangkilik sa isang patron kapalit ng pabor na itinanim ng kolonyalistang Espanyol, kung saan binibigyan ng pusisyon sa gobyerno ang mga kontra-rebolusyonaryong Pilipino bilang pabuya sa kanilang katapatan sa Espanya.


Ipinagpatuloy ang iskemang ito ng mga sumunod na Pilipinong presidente at mambabatas, na pawang nakinabang sa bilyun-bilyong pera ng sambayanan. Ginamit ang pork barrel ng Pangulo para tiyakin ang pagpapatupad ng mga maka-imperyalista at maka-naghaharing uring patakaran sa pakikipagsabwatan ng Kongreso at Senado. Samantala, nilulustay naman ng mga upisyal ng gobyerno ang pork barrel para tustusan ang maluhong pamumuhay at ang panunuhol sa mga sangay ng gobyerno kabilang ang korte. Ang natitirang pondo ay ginagamit para tiyakin ang pagkapanalo sa susunod na halalan gamit ang mga proyektong pang-akit sa mga botante. Sa madaling salita, ang pork barrel ay ang pondo na mula sa manggagawa at mamamayan na nilulustay para sa swabeng pamumuno ng mga reaksyonaryong upisyal ng gobyerno.


Naging matingkad ang pag-abuso sa pork barrel sa ilalim ng diktadurang Marcos kung saan walang sistema ng audit at kara-karakang inaaprubahan ng Kongreso ang taunang badyet. Sa kabila ng kabulukan ng sistema, ipinagpatuloy ang pork barrel sa ilalim ng rehimeng Cory Aquino at pinangalanan itong Countrywide Development Fund (CDF). Dahil sa naisiwalat na malawakang pangungurakot ng CDF sa ilalim ng rehimeng Ramos, pinalitan ang tawag sa pork barrel ng Kongreso at ginawang PDAF. Nagpatuloy ang pangungurakot sa pork barrel sa ilalim nina Estrada at Arroyo. Malinaw na nagpalit lang ang pangalan at mukha ng mga Pangulo subalit nanatili ang sistematikong pandarambong ng pera ng mamamayan sa ilalim ng sistemang pork barrel. Sa loob ng mahabang kasaysayan ng pag-abuso sa pork barrel, wala kahit isang korap na opisyal ang nahatulan at napanagot sa pagnanakaw sa kaban ng yaman ng bansa.



3) Ano ang klase ng mga proyektong pinopondohan sa ilalim ng pork barrel system?


Sa pangunahin, ang mga proyektong pinopondohan sa ilalim ng pork barrel system ay mga palusot at pantabing lamang para sa korupsyon ng mga pulitiko, pangunahin ang pangulo ng Pilipinas. Pinakamalaking bahagi ng pork barrel ang napupunta sa korupsyon ng mga pulitiko, at maliit na bahagi lamang ang napupunta sa aktwal na pagpapatupad ng mga proyektong umano’y pinopondohan. Marami sa mga proyektong ito ay ”ghost projects” lamang.


At kahit ipatupad ang mga proyektong ito, pabor sa pagpapanatili ng kronikong krisis ng mamamayang Pilipino – kahit pa ibinibida ito ng gobyernong Aquino bilang mga programang pangkaunlaran. Sa pinakamainam, ang “pork barrel menu” ng mga proyekto ay


karaniwang tumutugon sa mga kagyat lang na pangangailangan ng mamamayan habang binibigyang-batayan sa pangmatagalan ang pribatisasyon ng serbisyong panlipunan at pagtatayo ng samu’t saring imprastrakturang pabor lang sa mga pribadong kontraktor.


Halos pare-pareho ang mga klase ng proyekto na pinopondohan sa ilalim ng pork barrel system. Karaniwang may “pork barrel menu” ang DBM taun-taon kung saan pipili ang mga mambabatas. Kabilang sa menu ang mga sumusunod:




  Tulong medikal sa mga natukoy na indigents o mahihirap na pasyente


  Livelihood programs


   Konstruksyon ng patubig sa komunidad at irigasyon


  Konstruksyon ng tulay, kalsada, eskwelahan, ospital


  Konstruksyon ng “farm-to-market roads”


   Konstruksyon ng multi-purpose buildings at covered courts


  Pagbili ng firetruck


Bagama’t may kagyat na pakinabang ang ilan sa mga proyekto, karaniwang ginagamit na sangkalan ang samu’t saring proyektong ito para ipatupad ang mga anti-mamamayang patakaran. Halimbawa, karaniwang ginagamit na palusot ang mga scholarship programs para ipatupad ang kaltas sa badyet ng mga state universities and colleges (SUCs) at ang pagtataas ng matrikula. Ginagamit na palusot ang mga medical assistance programs para itulak ang pribatisasyon ng mga pampublikong ospital. Sa huli’t huli, ang mga manggawa at mamamayan ang magdurusa sa ilalim ng ganitong sistema.


4) Sinu-sino ang nakikinabang sa pork barrel?


Ang mga pulitiko at mga ka-sosyo nilang non-government organizations (NGOs) at pribadong

kontraktor ang pangunahing nakikinabang sa sistemang pork barrel. Sila ang may pinakamalaking kurakot sa mga proyektong pinopondohan ng pork barrel na karaniwan pa nga’y walang implementasyon o “ghost projects” lang. Kung sakali mang may aktwal na proyekto, mumo lang ang nakaabot na pondo sa mga manggagawa at mamamayan bukod sa wala sa balangkas ng komprehensibong pag-unlad ang mga proyektong ito.


Sa ganitong kaayusan, nakikinabang din ang imperyalismong US at mga naghaharing uring burges-komprador at panginoong maylupa, dahil natitiyak nilang mga patakaran at hakbanging pabor sa kanila ang ipapatupad ng gobyerno. Ang sistema ng burukrata-kapitalismo ay paraan para bigyang-premyo ang mga burukrata-kapitalista sa gobyerno sa pagtataguyod sa pagsasamantala at pandarahas ng mga naghaharing ito sa ating lipunan. Sa pamamagitan ng pork barrel, natitiyak ng imperyalismong US ang swabeng pamamahala ng mala-kolonyal na estado.


Bukod pa diyan, pinapanatili ng mga pork barrel projects ang ilusyon ng kaunlaran sa kabila ng kaliwa’t kanang atake sa sahod, trabaho at karapatan ng mga manggagawa at mamamayan. Binibigyang batayan ng mga pekeng programang pangkaunlaran ang neoliberal na opensiba para isapribado ang edukasyon, mga pampublikong ospital at iba pang serbisyong panlipunan na pawang pabor sa mga kapital. Umaayon ang disensyo ng pork barrel sa pagpapanatiling napakaliit ng alokasyon sa pambansang programang pangkaunlaran at sentralisadong serbisyong panlipunan. Sa ilalim ng sistemang pork barrel, kalat-kalat ang limos ng gobyerno sa mamamayan para mapagtakpan ang pag-abandona ng estado sa responsibilidad nito sa mamamayan. Susi ang papel ng mga repormistang lokal at internasyunal na NGO para maisakatuparan ang ganitong panlilinlang sa mamamayan sa pamamagitan ng mga ibinibidang “success stories” o case studies.


Sa ganitong pambababoy sa mamamayan, hindi nakapagtataka na magsusulputan ang samu’t saring NGO sa bansa gaya ng mga pekeng


NGO na kinokontrol ni Janet Lim-Napoles, ang negosyanteng sangkot sa pangungurakot ng P10-bilyon pork barrel ng mga mambabatas noong nakaraang dekada. Sa aktwal, matagal nang may mga tulad ni Napoles na kakutsaba ng mga mambabatas para kurakutin ang pera ng mamamayan.




5) Bakit ayaw ibasura ni Noynoy ang sistemang pork barrel?


Ayaw ibasura ni Noynoy Aquino ang sistemang pork barrel sa kabila ng malakas na panawagang pagpapabasura dito dahil siya mismo ang pangunahing nakikinabang sa pork barrel at naglilingkod ito sa interes ng imperyalismong US na kanyang amo at sa mga lokal na naghaharing uri sa bansa na kanyang kinakatawan.

Nasa mahigit isang trilyon ang kanyang pork barrel taun-taon na tanging siya lang ang may kapasyahan kung paano gagastusin. Ginagamit niya itong pampadulas sa mga alyadong mambabatas at lokal na upisyal para isulong ang mga anti-mamamayang patakaran, gayundin para tiyakin ang katapatan ng sandatahang lakas at pulisya sa kanya sa pamamagitan ng multi-milyong programang pabahay at suporta sa kanilang mga pamilya. Maari ring ginamit ni Noynoy ang kanyang pork barrel sa pangangampanya para ipanalo ang mga alyadong senador, kongresista at lokal na upisyal nitong 2013 midterm eleksyon. Tiyak, nag-iipon na siya at kanyang kapartido para sa eleksyong 2016.

Kaalinsabay ng pagsasabing buwagin ang PDAF, ipinagtanggol ni Aquino ang sistemang pork barrel sa palusot na pamamaraan ito para maghatid ng serbisyo sa mga mamamayan.


Unti-unting nalalantad ang pagkasangkot ni Noynoy Aquino sa pangungurakot sa pondo ng mamamayan. Kamakailan lang, naiulat na tinanggal ni Aquino sa pwesto si Brian Yamsuan, ang taga-payo ni Executive Secretary Paquito Ochoa Jr. dahil umano sa ugnayan nito kay Napoles. Subalit matapos nito ay walang naging imbestigasyon kay Yamsuan. May ilang balita rin na humingi umano ang Liberal Party kay


Napoles ng kontribusyon para sa kandidatura ng Team PNOY nitong nakaraang midterm election.


Gustong palabasin ng Palasyo at mga kasapakat nito na si Napoles ang prime suspect at mastermind sa pork barrel scam. Layunin nilang ibaling ang atensyon at galit ng publiko kay Napoles sa kabila ng lumalakas na panawagan ng mamamayan para sa pagbasura ng pork barrel. Subalit malinaw na isang maliit na bahagi lang siya sa pork barrel “mafia”.


Malinaw na maraming koneksyon si Napoles sa mga nakaupong kongresista at senador, subalit ni isa sa kanila ay hindi pa kinakasuhan o iniimbestigahan. Gustong matabunan ni Aquino ang sentral na isyu ng pork barrel at masentro lang ang usapin sa pagpapanagot kay Napoles.


Higit na desperado ang rehimeng Noynoy Aquino na pagtakpan ang bangkarote niyang islogang ”Daang Matuwid” sa harap ng kumukulong galit ng manggagawa at mamamayan laban sa pork barrel. Ipinipilit ni Noynoy ang propagandang kasama siya ng mamamayan sa paghahanap ng katotohan kahit pa tahasan niyang tinitira sa kabilang banda ang mga organisador ng mga nakaraang pagkilos kontra pork barrel. Asahan pa ang mga mas desperadong hakbangin ng Palasyo para pahupain ang galit ng mga manggagawa at mamamayan



6) Bakit kailangang igiit ng mga obrero at mamamayan ang panawagang pagbasura sa sistemang pork barrel?


Kailangang igiit ng obrero ang panawagang pagbasura sa lahat ng tipo ng pork barrel sa gobyerno dahil nagsisilbi ang pork barrel sa interes ng imperyalismong US at mga lokal na papet nito. Lantarang pandarambong ang sistemang pork barrel ng pondong iniluwal ng paghihirap ng mga manggagawa at mamamayan – na ginagamit lang ng iilan para magpakasasa at ituloy ang marangyang pamumuhay. Sa halip na gamitin ang buwis sa ating kita at lahat ng produktong pangkonsumo para sa tunay na kaunlaran ng bayan, ginagamit ito para panatilihing atrasado ang ating kabuhayan habang ang iilan ang lalong nagpapayaman. Nararapat na tuldukan ang kawalang-katarungan at pambababoy na ito.


Walang paraan para pabutihin ang sistemang pork barrel gaya ng ipinapalaganap ng mga repormista dahil likas sa sistema ang anti-mamamayan at anti-kaunlarang katangian nito. Hangga’t may pork barrel, patuloy sa paglikha ng ilusyon ang gobyerno na natutugunan ang mga pangangailangan ng mamamayan habang inilalarga ang pribatisasyon ng mga serbisyong panlipunan. Kahit anupaman ang itawag sa pork barrel, tuloy ang ligaya ng mga burukrata-kapitalista. At hangga’t nanatili ang pagkubabaw ng imperyalistang US sa ekonomiya at pulitika ng bansa, mananatili ang sistemang pork barrel sa burukrasya. Pinatunayan ng kasaysayan na nagsisilbing panlangis ang pork barrel para swabeng ipinatupad ng mga korap na pulitiko ang mga patakarang nagsisilbi sa dayuhan.


Kailangang igiit ang panawagang ito dahil makakapag-ambag ito sa ibayong pagmumulat, pag-oorganisa at pagpapakilos sa masang manggagawa at mamamayan para sa sahod, trabaho at karapatan at tunay na pagbabagong panlipunan. Sa pamamagitan ng isyung ito, nalalantad ang buong naghaharing sistema at ang rehimeng Aquino na siyang nagtataguyod sa nauna bilang naglilingkod sa imperyalismo at mga lokal na naghaharing uri.


Kung gayon, isang matinding pampulitikang laban ang pagbabasura ng pork barrel. May pangangailangan na pangunahan ng mga manggagawa ang paglalantad sa burukrata kapitalismo at ang papel ng imperyalismo sa pagtataguyod nito. May pangangailangang makipagkaisa sa pinakamalawak na hanay ng mamamayan para ipanawagan ang pagbasura sa pork barrel sa pamamagitan ng at masaklaw na gawaing edukasyon at mas malalaking pampulitikang aksyon. Kailangang kumilos at ituloy ang momentum na hatid ng “Million People March” noong Agosto 26 laban sa pork barrel hangga’t hindi ganap na ibinabasura ang

sistemang pork barrel.


7) Ano ang alternatibo sa sistemang pork barrel?


Nararapat na ilaan sa mga programang pambansang kaunlaran ang trilyun-trilyong pondo ng manggagawa at mamamayan sa halip na ilaan sa pork barrel ng iilan. Kailangang isentro ang pondo para sa komprehensibong pagpapaunlad ng serbisyong panlipunan tulad ng kalusugan, edukasyon, at pampublikong transportasyon, sa halip na idaan sa kamay ng mga burukrata kapitalista. Higit pa diyan, marapat gamitin ang pondo ng sambayanan sa pagpapaunlad sa agrikultura at industriya, pangunahin sa pagtulong sa mga magsasaka sa balangkas ng tunay na reporma sa lupa. Isang bahagi diyan ang mekanisasyon ng pagsasaka at paglalatag ng ng batayan para sa pambansang industriya.


Ang dambuhalang pondong nilulustay sa sistemang pork barrel taun-taon ay maaring nagbunga na ng maraming pampublikong ospital na may sapat na kagamitan, abot-


kayang matrikula sa mga dekalidad na pampublikong paaralan, mas episyenteng sistema ng transportasyon sa mga syudad, panimulang batayan ng pagtatayo ng pambansang industriya, at pagkamit ng tunay na repormang agraryo. Ito ang tipo ng kaunlarang hindi kailanman makakamit sa ilalim ng programang pork barrel. Makakamit lamang ito sa sama-samang pagpapabusara ng pork barrel at pagtatayo ng isang bagong lipunang nagtataguyod ng interes at kagalingan ng mga manggagawa at mamamayan – isang lipunang hangad ang pambansang industriyalisasyon at tunay na repormang agraryo.



Ibasura ang pork barrel ni Aquino! Ibasura ang lahat ng pork barrel! Labanan ang korupsyon sa gobyernong Aquino!


Ibagsak ang burukrata-kapitalismo! Makibaka para sa tunay na kaunlaran! Makibaka para sa tunay na kalayaan at demokrasya!

Youth-led anti-pork protest draws thousands to Luneta

Thousands of anti-pork protesters from all walks of life converged in Luneta on Friday, Sept. 13, to protest the continued inclination of the Aquino administration for the retention of the pork barrel system, especially the presidential pork barrel, and the slow pace of investigation and prosecution of those involved in the multi-billion scam.

Organized by the broad Abolish Pork Movement, church groups, and YOUTH ACT NOW – the broadest anti-pork youth alliance in the country, the Friday the 13th #ForwardMarch Protest has once again drawn thousands to Luneta, in a historic display of public outrage over the pork barrel system.

“In the Senate hearing yesterday, we were able to take a peek at how vast the scope of the multibillion scam is, and how deeply entrenched the system of corruption is in our government. The Filipino people comes marching in the streets again today – with the Senate investigation in mind – disappointed and disgusted with the turn of events that has revealed how people in government have acted in connivance with the past and present administrations to rob billions and billions of taxpayer’s money,” said YOUTH ACT NOW Spokesperson Victor Villanueva.

Most of the participants in today’s protest actions are youth and students from various schools in Metro Manila, Villanueva added. “Today, the present generation of the youth disproved the myth of apathy and have gone full-force to denounce the continued existence of the pork barrel system,” he said.

Carrying a six-foot Chinese dragon-inspired pig effigy representing Aquino and his regime’s addiction to pork barrel, students from schools in the University Belt, including UST, UE Recto, FEU, San Sebastian College-Recoletos, La Consolacion College and other colleges converged in Mendiola Peace Arch for a short protest action by 12 noon today.

Similar build-up activities were also mounted in Liwasang Bonifacio, Taft Avenue and Kalaw before marching to Luneta by 2 p.m.

Similarly, church groups and several other student contingents celebrated mass at San Agustin Church in Intramuros by 2 p.m. before marching to Luneta.

Groups coming from various assembly points all converged in Burnham Greens, Luneta by 3 p.m. for an interfaith prayer rally followed by a multisectoral protest program until 6 p.m.

The #ForwardMarch protest program was immediately followed by the “Rock and Rage against Pork” concert, wherein a wide range of artists and musicians performed various anti-pork numbers. Performers include folk and alternative rock veterans Cookie Chua, Bayang Barrios and Lolita Carbon; Pochoy Labog of the band Malay; Darryl Shy and Diday Garcellano of The Voice Philippines; Juana Change and Jograd dela Torre; veteran musician-activists Jess Santiago, Bobby Balingit and Ericson Acosta; Datu’s Tribe; and various fliptop artists including BLKD, Loonie, Mike Swift, Ron Henly, and Abra, among others.

“More and more people from all walks of life are disgruntled and angered by the turn of events. Expect the youth to be at the forefront of dissent in more and more demonstrations in the coming days as we continue the strong public opposition to the bankrupt system of government that has not only robbed billions of taxpayers’ money but also worsened the already bleak future of the youth and our nation,” Villanueva ended.###

New House pork scheme slammed

National labor center Kilusang Mayo Uno condemned today the new pork barrel scheme which the House of Representatives plans to implement, saying the scheme shows that Pres. Noynoy Aquino was merely trying to fool the public when he announced the abolition of the Priority Development Assistance Fund last Aug. 23.

Eastern Samar Rep. Ben Evardone, House committee on appropriations vice-chair, announced that the new scheme will reduce the amount alloted to legislators’ “hard projects” from P40 million to P24.6 million each and will transfer P20.6 billion previously alloted to the PDAF to government agencies, but legislators can make “recommendations” as to how the said funds will be spent.

“Pork barrel, however deviously hidden, is still pork barrel. Clearly, Aquino was only trying to fool the public when he announced that he would abolish the PDAF. He wants to keep legislators addicted to pork despite the growing public outrage and scrutiny,” said Elmer “Bong” Labog, KMU chairperson.

Evardone said that the PDAF would be divided to the following agencies: Department of Public Works and Highways (35 per cent), Department of Social Welfare and Development (20 per cent), Department of Health (15 per cent), Department of Labor and Employment (15 per cent), Commission on Higher Education (10 per cent), and Department of Education (5 per cent).

“It is not surprising that the biggest share of funds in the new pork barrel scheme will pass through agencies that have the reputation of being corrupt and are headed by close allies of the president. We have every reason to doubt that the people’s money will continue to end up in the bathtubs of corrupt politicians and their accomplices in this new pork barrel scheme,” Labog said.

The labor leader also questioned the allocation of 15 per cent of the PDAF to the DOLE, saying the department does not provide services to workers and merely implements the anti-worker policies of the Aquino government such as pressing down wages, promoting contractual employment, and repressing workers’ rights.

KMU said what workers want is for the pork barrel system to be abolished in its entirety and for funds to be allocated to basic social services after, not for funds to be allocated to basic social services through the pork barrel system.

The labor center said that workers want the funds allocated to particular government hospitals, state colleges and universities, and affordable housing projects to be increased through the abolition of the pork barrel system.

“Filipinos will not be fooled by desperate attempts to make the pork barrel system look better. We have every right to continue and intensify our protests against the giant presidential pork barrel and the entire pork barrel system,” Labog said.

The labor leader called on the public to join the September 21 protest against the pork barrel system, saying Martial Law – the anniversary of which falls on that day – was characterized by widespread corruption in the government and fascist repression of workers and Filipinos.

Aquino’s special treatment for Napoles slammed
“Aquino, the pork barrel king, has been treating Napoles like a queen.”

This was how labor center Kilusang Mayo Uno described the relationship between President Noynoy Aquino and Mrs. Janet Lim-Napoles as it protested against the special treatment being given by the Aquino government to the primary suspect in the P10-billion pork barrel scam.

“It is disgusting how Aquino, who claims to be taking the daang matuwid, gives special treatment to someone who played a key role in a case of big-time plunder. Aquino’s anti-corruption rhetoric continues to be exposed as hypocritical,” Elmer “Bong” Labog, KMU chairperson, said.

“We believe that behind this special treatment is a deeper connection between Aquino and Napoles. We have every reason to believe that Aquino is treating Napoles like a witness and not a culprit in order to to hide whatever connections and deals they have,” he added.

“Aquino has after all retained the pork barrel system, from which Napoles got her wealth. It is not surprising that his government has filed mere abduction, not plunder, charges against her,” he added.

Workers depicted the special treatment with Aquino pushing a wheelchair with Napoles on it from Recto Ave. to Mendiola Bridge while being escorted by Department of Interior and Local Government (DILG) Sec. Mar Roxas and Atty. Lorna Kapunan.

“Napoles’s surrender was a badly-scripted publicity stunt to clear Aquino and his allies of their responsibility in the pork scam and to be part of the Liberal Party’s pa-pogi for 2016 bet Mar Roxas. The surrender, however, has exposed the close ties between Aquino and Napoles that dates back to 2010 when Napoles donated millions for Aquino’s presidential campaign,” Labog said.

“Would someone, whom Aquino claims he does not know, donate millions of pesos for his campaign? With such a big donation, Napoles obviously expects a big favor in return: protection for Napoles’s pork barrel racket which involves Aquino’s KKK (Kabarilan, Kapartido, Kamag-anak),” he added.

KMU announced that it will join the Sept. 13 protest in Luneta to demand the abolition of the presidential and congressional pork barrel, saying taxes from workers’ wages should be used for social services and not for corruption and patronage politics.

“We workers and taxpayers are outraged by the prevalent corruption under Aquino. This government has been extorting exorbitant taxes from our already meager wages only to feed corrupt politicians and ensure their loyalty to Aquino,” Labog said.

“We want all forms of pork barrel to be abolished, especially the porkiest pork of all, Aquino’s P1.3 Trillion presidential pork. Public funds must be used to serve the public, not Aquino’s greed” he added.

The Alliance of Concerned Teachers (ACT) marched today to the House of Representatives, demanding the rechanneling of pork barrel funds to education and other social services. ACT calls for the total abolition of the pork barrel system.

“A big amount of the people’s money goes to corruption,” said Benjie Valbuena, ACT National Chairperson. “This is clearly manifested in the recent pork barrel scam involving Janet Lim Napoles, her fake NGOs, with some senators, congressmen and heads of government agencies. Malacañang is also a party to this anomaly.”

Valbuena stressed that, “The pork barrel of lawmakers, and even of the President, should have been used to provide the much-needed funds for the shortages in the education sector – more teachers; additional classrooms, textbooks and instructional material, chairs; and water and sanitation facilities.”

He also added that these funds may also cover the increase in salaries, demanded by the teachers and government employees. ACT demands that both the presidential and congressional pork barrel must be abolished.

“Noynoy Aquino should stop pretending,” France Castro, ACT Secretary General said. “The president pretends to abolish the congressional pork barrel up to 2014, merely proposing a different name for it, and under an itemized system of budgeting under his tighter control. Still, however Aquino calls the pork barrel system, it is still a rotten scheme of political patronage.”

Castro added that, since the pork barrel issue was raised, Aquino pretends abolishing the congressional pork barrel, while still trying to keep his presidential pork barrel intact. “Noynoy Aquino is defending his far bigger pork allocation but this, too, should be abolished and channeled towards providing for education and genuine social services to the people.”

ACT pledges to actively participate in the campaign for the total abolition of the pork barrel system, and for the rechanneling of pork barrel funds to education and other social services. ACT will join the multi-sectoral anti-pork barrel mobilization on September 13 in Luneta .###

Teachers slam Noynoy’s and allied lawmakers’ pork deception

“Huwag ninyo kaming gawing tanga!”

Thus said Alliance of Concerned Teachers (ACT) National Chairperson Benjie Valbuena, in reaction to the House of Representatives realignment of the P25.2-billion Priority Development Assistance Fund (PDAF) at the House committee on appropriations.

“Congress is trying to make fools out of people by tucking away the PDAF into different line agencies, calling it with a different name and using a different system for implementation,” said Valbuena. “But if you look closely, it is still, in its essence PDAF or pork barrel!”

Valbuena added that despite the distribution of the PDAF funds to several departments and agencies, it still retains many of the key features of pork barrel such as the earmarking of specific amounts, exercise of individual discretion by legislators (particularly for local infrastructure projects), and right to recommend beneficiaries. “It still retains the political patronage character of PDAF,” stated Valbuena.

ACT denounced the lawmakers turning a deaf ear to the public outcry for the total abolition of the pork barrel system, including the abolition of the presidential pork barrel, and the rechanneling of funds to education and other basic social services.

“It seems that the president and his allied lawmakers do not know the meaning of the word ‘abolish.’” ACT Secretary General France Castro mused. “Noynoy’s bosses – the people – are calling for total abolition, and yet, pinagpipilitan pa rin niya na ‘tinatanggal’ diumano niya ito, pero sa totoo lang, binabago lang niya ang porma.”

Artists united at anti-pork protest

Kabataang Artista Para sa Tunay na Kalayaan or Karatula as one of the initiators of AKKSYON or Artista Kontra-Kurapsyon joined the September 13 Forward March at Luneta. To coincide with the celebration of 150 years since Andres Bonifacio’s birth, they erected a photobooth depicting Katipuneros against the pork barrel system under Noynoy Aquino.

AKKSYON an alliance of various artists from different fields nationwide who have pledged to fight corruption along with Youth Act Now and the Abolish Pork Movement also organized the “Rock and Rage Against Pork” concert at Luneta.

“We want this protest not only to convey our anger and our unity but for artists it is a chance to turn the area into their very own protest art space,” said Jay Del Rosario, vice chairperson of KARATULA.

Karatula also brought a special kind of placard for the demonstration, large yellow placards shaped liked pigs were displayed around Luneta. They also gave away origami ‘pork’ pins while they enjoined various participants to make their very own origami ‘pork’ creations as a sign of protest.

“It’s practical and while there are many ways to make a protest more engaging, what we want to stress is that this gathering is more than anything a display of continuing strength not just from artists but from the people in general,” explained Del Rosario.

Karatula with the other artists of AKKSYON spearheaded the concert which featured Datu’s Tribe, Fliptop emcees Loonie and Abra, The Voice talents Darryl Shy and Diday Garcellano as well as a host of budding independent acts like 5 Year Plan, Gazera and Goons and Guns.

He noted that “AKKSYON needed to happen and was bound to happen. We are just part of an entire movement, not just of artists but of students, unions, the church and anyone who has been robbed by the pork barrel system that Noynoy Aquino not only protects but contributes to.”

Karatula and AKKSYON are also gearing up for upcoming actions the following week, a cultural protest and installation art building at Liwasang Bonifacio on the 19th culminating on the 20-21 two day anti-corruption protest.###

"Pork is bad for people’s health"

The health sector denounced today Malacañang’s crass attempts to
resurrect the Priority Development Assistance Fund (PDAF) in a
different form. Reacting from information that President Aquino
ordered the rechanneling of the legislators’ pork barrel to agencies
such as the health, education, social work, and the public works
departments, the group said this re-allocation “does not remove
Congressmen and Senators’ discretion over the amounts to be released
and to which sector it will be given.”

“PDAF by any other name and by any other form will remain the
bailiwick of corruption and endlessly feed a very dirty patronage
politics,” said Dr. Delen dela Paz, co-convener of the health sector’s
Rx: Abolish Pork Barrel System! Movement.

The group concluded that the new mechanism is misleading and deceptive.
Likewise, the group questioned President Aquino’s moral ascendancy to
mouth PDAF abolition when he himself refuses to abolish his own
“presidential pork barrel” or the President’s Social Fund (PSF).

The group slammed Malacañang’s argument that the PSF was audited and
never misused saying the statements are “utterly pretentious and
clearly indicates double standard.”
“How can he [President Aquino] stomach such lies? Very recently, the
Senate probe revealed that P100 million from the president’s P72.11
billion stimulus funds went to bogus NGOs linked with the pork barrel

Pork barrel is dangerous to people’s health. Dela Paz cited a
research done by Council for Health and Development, an organization
of community based health programs in the Philippines, the P10 billion
pork barrel scam linked with Janet Napoles could fund:

? The salary of 16,667 doctors or 33,333 nurses in rural areas for one year.
? Fund the treatment of 2.5 million Tuberculosis patients.
? Pay for anti-retroviral treatment of 55,556 HIV/AIDS patients for one year.
? Treat 1.25 million Dengue patients.
? Provide vaccines to 12 million babies.
? Twice the budget for the modernization of the Philippine Orthopedic Center.

“Our call is clear. Abolish the pork barrel system, prosecute all
guilty parties including all conniving senators, congressmen, other
public officials and bogus NGOs, and allocate pork barrel funds
directly to health and other basic social services.”##

Presidential pork continues under Aquino administration:


"There are indications of a presidential pork barrel dwarfing the PDAF and continuing under the present Aquino administration," research group IBON executive director Sonny Africa said, coinciding with Friday's big rally calling for the abolition of all pork.

A study by IBON found that there has been at least Php21.5 billion in questionable spending from the Php173 billion Malampaya Fund over the decade 2002-2011. These include billions of pesos for non-energy-related infrastructure and agriculture projects that in Priority Development Assistance Fund (PDAF) releases have been associated with patronage and corruption.

The study showed that the Php21.5 billion includes the following:

- Php8.0 billion for Department of Public Works and Highways (DPWH) roads,
highways, bridges, drainage, river and flood control projects in at least 14
regions across the country

- Php5.8 billion for the Department of Agriculture's (DA) Agriculture Guarantee Fund Pool (AGFP)
- Php2.1 billion for Philippine National Police (PNP) emergency response,
- Php1.6 billion for the Department of National Defense (DND),
- Php1.4 billion for national housing by the Department of Finance (DOF),
- Php900 million for Department of Agrarian Reform (DAR) agrarian reform community support services,
- Php746 million for the Department of Health (DOH),
- Php450 million for the Department of Interior and Local Government (DILG)/

Department of Energy (DOE) Pantawid Pasada Program,

- Php62 million for the budget secretary, and
- Php400,000 for a Department of Science and Technology (DOST) disaster
rehabilitation plan, among others.

According to IBON, DOE records show that out of the Php 26.5 billion in disbursements, only Php250 million was for explicitly energy-related purposes --covering the electrification of 211 barangays. The largest value of the Special Allotment Release Orders (SARO) from the Fund were made in 2009 in the last year of former president Arroyo's term and the year before the 2010 elections. All of the DA's and the DOF's national housing SAROs from the Malampaya Fund were made in 2009.

The research group referred to the Marcos-era Presidential Decree (PD) No. 910

forming the Energy Board (the present-day DOE), which stated that the government share representing royalties, rentals, production shares, etc., will go to the Special Fund to finance government energy resource development and exploitation, and for such other purposes as may hereafter be directed by the President.

"The Malampaya Fund of the DOE is the fund created for these proceeds," said Africa. "Executive Order (EO) No. 848 of Octoer 2009 by Pres. Arroyo in turn specifically authorized the Department of Budget and Management (DBM) to release funds for purposes as may be directed by the President," he added.

"However, the Aquino administration has been and remains silent on its vast
discretionary control over the Php 173 billion Malampaya Fund," Africa said. (end)

We, the Presidents of the Ateneo de Manila University, Miriam College, and the University of the Philippines, join our faculty, staff and students in their deep concern about, and condemnation of, the misuse of public funds by unscrupulous government officials and their conniving associates. We stand in unity with a keen desire to end the deeply entrenched culture of graft, corruption and patronage in our political system.

We assert that accountability, transparency and other principles of good governance require not only the prudent use of discretionary funds but also the assurance that public funds are used for the genuine needs of our people.

We strongly urge our national leaders from the executive, legislative, and judicial branches of government to re-examine their use of discretion in the allocation and use of public funds, to probe into the deeper roots of the pork barrel scam, and to address in particular the culture of corruption that destroys our selves and our communities, especially the poor.

We express our deep gratitude to all those who, driven solely by pure motives and love of country, participated in the “Million People March” all over the country for their courage, vigilance, and leadership in spearheading the new moral revolution against corruption in our country. We join their voices and demands to open all government records for public scrutiny and punish all those involved in the misuse of public funds.

We ask that the institutions tasked by law to ensure accountability in the public service, such as the Ombudsman, Sandiganbayan, Civil Service Commission, Commission on Audit, Department of Justice, and the Senate Blue Ribbon Committee, expedite their investigations and immediately file the appropriate cases against public officials involved in corruption. No effort must be spared to ensure that those accountable for these crimes be punished at the soonest possible time.

We support the call for greater re-channeling of public funds to basic social services, particularly education and health care, so that public investments promote inclusive growth and long-term human and social development.

We call on our faculty, staff, students, and respective academic institutions, as well as those of other colleges and universities, to analyze the various issues related to corruption and public accountability, such as the extent of discretion exercised by government officials in the use of public funds, the implementation of projects, the public accounting system, and public budgeting; and to discern from this analysis the solutions that are actionable and sustained. We call on you to mobilize and participate in activities that will allow for greater discussion of accountability, such as classroom discussions, forums, and mass actions.

By these actions, may we, as institutions of higher learning, continue to do justice to the values that we hold dear – “service of a faith that does justice”; “truth, justice and peace”; and “honor and excellence” - in the service of true participation in nation building.
